PTA New SIM Policy 2026: 3 Rules Every Pakistani Must Know

Rule 1: 365-Day SIM Lock (May 2026)

What changed: Under PTA’s May 2026 advisory and the Subscriber Antecedents Verification (Third Amendment) Regulations (notified as S.R.O. 1519(I)/2026), no person can voluntarily disown a SIM within one full year of its activation date. Previously this waiting period was 60 days.

What this means for you: If a SIM is registered on your CNIC without your knowledge, the standard disown route may take up to 365 days. This makes monthly CNIC monitoring via 668 or cnic.sims.pk critically important. Catch it early.

Exception: SIMs registered fraudulently without your knowledge are treated differently. Report them as fraud and the operator must block them immediately under the same regulations.

Rule 2: ONIC New Subscriptions Stopped (11 September 2026)

What changed: On 11 September 2026, PTA ordered PTML to suspend all new ONIC SIM and eSIM issuances, activations and sales (reported by Dawn on 15 September 2026).

What this means: If you are an existing ONIC customer, your SIM works as normal. Use ONIC support on 339 or 051-111-339-111. If you were planning to get an ONIC SIM, that is no longer possible. Transfer, inheritance and closure requests now go through PTCL-Ufone joint shops, and existing customers migrate to PTML within 3 months.

Rule 3: 1.84 Million SIMs Blocked in 2026 Enforcement Drive

What happened: PTA blocked 1,838,689 unauthorized SIMs between January and July 2026 alone, and 18.2 million over the past two and a half years, with Rs 4.2 billion in fines on operators. Some legitimate SIMs were caught in the sweep.

Action required: If one of your SIMs went dead in 2026, check your CNIC count via 668 and contact your network’s helpline immediately.

668 Se SIM Check Karna: How to Use SMS 668 for CNIC SIM Count

Send your 13-digit CNIC number, without dashes, as an SMS to 668 from any Pakistani network. PTA replies within 60 seconds with a company-by-company count of all SIMs registered against your CNIC. No internet required, no app, no sign-up.

  1. Open your SMS app and start a new message.
  2. Type your 13-digit CNIC, for example 3520123456789. No dashes, no spaces, no extra words.
  3. Send to 668. This is a short code, not a phone number to call.
  4. Wait for the reply, usually under 60 seconds. PTA replies with SIM counts per network.
  5. Compare the count against your own SIMs: phones, routers, tablets, and old SIMs in drawers.

What the 668 Reply Shows, and What It Does NOT Show

  • Shows: total SIM count per network on your CNIC
  • Shows: which company each SIM belongs to
  • Does NOT show: phone numbers of the SIMs
  • Does NOT show: anyone else’s SIM details
  • Does NOT show: location or call history

Cost of SMS 668 in 2026

PTA’s December 2025 notice states “charges may apply.” The exact rate varies by network, approximately Rs 2 + applicable taxes per SMS. This is not free, despite what older guides claim. PTA made 668 free in May 2011 but changed its wording in November 2023. Always check your network’s current SMS rate.

668 Reply Not Coming? Do This

  1. Check: did you include dashes? Resend without dashes.
  2. Check: does the sending SIM have balance?
  3. Switch to cnic.sims.pk. Same result, free, no SMS balance needed.
  4. Sending from a dual-SIM phone? Make sure the correct SIM is set as the messaging SIM.

cnic.sims.pk: Online SIM Check Guide (Works From Abroad Too)

PTA’s official website cnic.sims.pk lets you check all SIMs registered on your CNIC from any browser, on any device, in any country. No SMS balance needed. Completely free.

  1. Open cnic.sims.pk in any browser. Verify the address bar before typing anything.
  2. Select the CNIC tab (Pakistani citizens) or Foreign ID tab (foreign nationals and POC holders).
  3. Type your 13-digit CNIC without dashes.
  4. Complete the reCAPTCHA security check.
  5. Press Submit and read the result. It shows SIM count per network.

Important: Check the Website Address First

The real site is cnic.sims.pk, nothing else. The real site does NOT ask for a mobile number, does NOT require sign-up or payment, does NOT have a search box for other people’s CNICs, and does NOT show phone numbers, only network-wise SIM counts. If a site asks for payment or a mobile number, it is not cnic.sims.pk.

Overseas Pakistanis: This Is Your Method

If you are in the UK, UAE, USA, Saudi Arabia or anywhere outside Pakistan, cnic.sims.pk works from any country with internet. No Pakistani SIM balance required. Check your CNIC SIMs monthly to catch any unauthorized registration while you are away, and save a dated screenshot as your personal record.

Foreign ID Tab: For Non-Pakistani Citizens

The Foreign ID tab accepts alphanumeric Foreign ID numbers. This covers foreign nationals and Pakistani Origin Card (POC) holders buying SIMs in Pakistan.

SMS 667: Check Whose Name Your SIM Is Registered In

Text MNP to 667 from the SIM you want to check. The reply shows the registered owner’s name, their partially masked CNIC, and the SIM’s activation date. This checks only the SIM that sends the SMS, not your entire CNIC.

  1. On a dual-SIM phone, set the SIM you want to check as the active messaging SIM.
  2. Create a new SMS and type MNP (all capitals, nothing else).
  3. Send to 667.
  4. Read the reply. It shows registered name, CNIC (partially masked), mobile number, and activation date.

668 vs 667: Which One Should You Use?

QuestionUse This
How many SIMs are on my entire CNIC?668
Whose name is THIS specific SIM in?667
Which network is a number on?76367

What 667 Does NOT Show

  • Does NOT show other SIMs on your CNIC
  • Does NOT show anyone else’s SIM details
  • Cannot be used to look up a number you do not own. The SMS must be sent FROM the SIM being checked.

Cost: about Rs 2 + tax per SMS. Full guide: 668 vs 667: What Is the Difference?

76367: Check Which Network Any Number Belongs To

Send N, a space, then the 11-digit mobile number to 76367 from any SIM. The reply tells you which network (Jazz, Zong, Telenor, Ufone, SCOM, ONIC) that number currently belongs to.

  1. Open SMS and type: N 03XX1234567 (N, then a space, then the full 11-digit number).
  2. Send to 76367.
  3. Reply shows: network name only.

What 76367 Does NOT Show

  • Owner name or CNIC
  • SIM registration details
  • Call history or location

Important Note on MNP

A number’s prefix (03XX) no longer reliably identifies its network. Mobile Number Portability (MNP) allows numbers to switch networks while keeping their original digits, so a ported 0300 number stays 0300 even on Zong. Always use 76367 to confirm the current network. Cost: Rs 2 + tax, as listed on cnic.sims.pk.

How to Check Network of Any Mobile Number in Pakistan

SIM Limit Per CNIC in Pakistan 2026: How Many SIMs Can You Have?

Maximum 8 SIMs per CNIC in Pakistan for personal use: 5 voice SIMs and 3 data SIMs, across all networks combined. This is PTA’s official published figure for 2026.

SIM TypeMaximum Allowed
Voice SIMs (phone calls + SMS)5
Data SIMs (routers, MiFi, tablets)3
Total Per CNIC8

What Counts Toward Your Limit

  • SIMs in your phones (all slots)
  • SIM in your WiFi router or MiFi
  • SIM in a tablet or smartwatch
  • Old SIMs in a drawer: still registered on your CNIC
  • SIMs relatives use on your CNIC

What this means: having 5 voice SIMs blocks any new voice SIM from being issued, even if your total is below 8. The voice and data category limits apply independently.

SIM Owner Details Check Karne Ka Mukammal Tariqa

SIM Owner Details Kya Hoti Hain?

SIM owner details wo maloomat hain jo kisi mobile SIM card ke registered holder ke baray mein hoti hain, jaise uska naam, CNIC number aur network. Pakistan mein PTA ka rule hai ke har SIM apne holder ki CNIC ke khilaf register honi chahiye, aur registered holder hi us SIM ki tamam zimmedari uthata hai. Is liye apni CNIC par registered SIMs ko waqtan fawaqtan check karna har Pakistani ke liye zaroori hai.

668 Se SIM Check Kaise Karein

  • Apna 13 angkon wala CNIC number likhein, bina dashes ke
  • Ise 668 par SMS karein
  • PTA ka jawab chand seconds mein aayega: aapki CNIC par registered har network ki SIM count
  • Kharcha: taqreeban Rs 2 + tax
  • Internet ki zaroorat nahin, kisi bhi phone se kaam karta hai

cnic.sims.pk Se Online Check

  • Browser mein cnic.sims.pk kholein, address bar zaroor check karein
  • Apni CNIC dalein bina dashes ke
  • CAPTCHA complete karein aur Submit dabayein
  • Result: har network ki SIM count, bilkul free
  • Pakistan se bahar se bhi kaam karta hai, overseas Pakistanis ke liye behtareen method

667 Se Apni SIM Ka Naam Check Karein

Jis SIM ko check karna hai us se MNP likh kar 667 par SMS karein. Reply mein registered naam, CNIC (kuch digits chhupi hoti hain) aur activation date aayegi. Yeh sirf us ek SIM ko check karta hai jo SMS bhejti hai.

Agar Koi Gair-Authorized SIM Mile

  • Fauran apni network ki helpline par call karein
  • Nazdiki franchise mein asli CNIC le kar jayein
  • SIM disown karne ki request darj karwayein
  • PTA ko complaint karein: 0800-55055 (ab mobile se bhi free hai)

Kaunsi Sites Ghalat Hain: Warning

Jo websites kisi doosray insaan ki SIM details dikhane ka dawa karti hain, woh sab illegal hain. PECA 2016 ke Section 16 ke mutabiq kisi aur ki SIM identity data tak baghair ijazat rasai criminal offense hai: 3 saal qaid aur 50 lakh rupay tak jurmana. Agar kisi ne aapka CNIC use kar ke SIM li hai to sirf PTA ke official tareeqay use karein, koi private website nahin.

Naya SIM Kharida? Fresh SIM Owner Details Check Karein (Same Day)

When you buy a new SIM in Pakistan, the seller scans your fingerprints on a NADRA biometric device (MBVS, the Multi Finger Biometric Verification System). But mistakes happen. Check the same day, while the seller’s shop is still traceable.

Check 1: 667 (Is This SIM in MY Name?)

Send MNP to 667 from the new SIM. The reply should show YOUR name and YOUR CNIC. If it shows someone else’s name or CNIC, take it back to the seller the same day.

Check 2: 668 (Did My Total Count Go Up by 1?)

Send your CNIC to 668. The count for that network should be one higher than before. If it has not increased, wait a few hours and check again.

What “Fresh SIM Owner Details” Actually Means

The phrase “fresh SIM owner details” simply means the registration details of a SIM you just purchased. It does NOT refer to any database. Any website offering “fresh SIM databases” is illegal and fabricating data. See the scam warning section below.

Warning: What PTA Found in March 2026

PTA’s Lahore zonal office and the NCCIA raided a Ufone franchise in Pattoki, Kasur (Punjab) and seized one phone containing 224,201 illegally stored digital fingerprints, plus GPS-spoofing and biometric-device tampering tools. Always watch what the seller does with your fingerprints.

How to File PTA Complaint for Unauthorized SIM Registration

Unauthorized SIM Mila? SIM Disown Kaise Karein (Step-by-Step)

If your 668 count is higher than expected, an unauthorized SIM may be registered on your CNIC. Here is what to do, in order.

  1. Count your SIMs. Send CNIC to 668. Note which network shows more SIMs than you own.
  2. Save the evidence. Screenshot the reply with date and time.
  3. Call the network’s helpline. Ask which counter handles unauthorized SIM removal and what documents to bring.
  4. Visit the franchise or service center. Bring your original CNIC (not a copy) and your fingerprints.
  5. State it clearly. Tell them: “SIM registered on my CNIC without my knowledge. I want it blocked and disowned.” Ask for a complaint reference number.
  6. Do NOT press your finger on a scanner without naming your exact request. One fingerprint scan can approve multiple types of actions.
  7. Wait and recheck. Processing usually takes a day or two. Check again via 668 after a few days.
  8. Escalate to PTA if unresolved. Use complaint.pta.gov.pk or call 0800-55055 (free from mobiles).

The 365-Day Rule: What It Means for Disowning

Under PTA’s May 2026 advisory and the Subscriber Antecedents Verification (Third Amendment) Regulations (S.R.O. 1519(I)/2026), you cannot voluntarily disown a SIM within one year of its activation. However, if it was registered fraudulently without your knowledge, report it as fraud. The operator must block a fraudulently issued SIM immediately.

Disown fees: PTA caps disowning charges at Rs 200 for SIMs held less than 6 months. The fee is waived once if the SIM was issued illegally. Ask the operator to confirm.

Warning: “SIM Owner Database” Sites Are Illegal in Pakistan

Any website claiming to show you another person’s SIM owner details by entering their mobile number is operating illegally. Pakistan’s official SIM verification systems (668, 667, cnic.sims.pk) only return your own CNIC’s data. No legal system exists that lets one person look up another person’s SIM details.

What These Sites Actually Do

  1. Fabricate data. Show fake names against real numbers with no actual database access.
  2. Steal your CNIC. Ask you to enter your CNIC “to verify” and harvest it.
  3. Spread malware. Ask you to download an “app” for results.
  4. Charge you for worthless fabricated results.

PTA’s Action

PTA blocked 1,372 websites, apps and social media pages selling or sharing leaked citizen personal data (reported by Dawn, September 2025). Despite this, new sites appear regularly.

The Law: PECA 2016

OffensePenalty
Accessing another person’s SIM identity data without authorization (Section 16)Up to 3 years prison + Rs 5 million fine
Unauthorized issuance of SIM cards, by the issuer (Section 17)Up to 3 years prison + Rs 500,000 fine
Operating an illegal SIM data sitePTA blocking + NCCIA prosecution

How to Spot a Fake SIM Data Site

  • Asks you to enter someone else’s mobile number
  • Claims to show “owner name, CNIC, address” for any number
  • Claims to have a “fresh” or “live” database
  • Requires payment or APK download
  • Has no author, no about page, no disclaimer

What To Do Instead

Only use: 668, cnic.sims.pk, 667, 76367. All official PTA channels.

eSIM in Pakistan 2026: Owner Details Check and Registration

eSIMs (embedded SIMs) work the same as physical SIMs for ownership purposes. They are registered on your CNIC and appear in your 668 count exactly like a regular SIM.

  • eSIMs count toward your 8-SIM CNIC limit: 5 voice, 3 data
  • To check if an eSIM is registered on your CNIC, send CNIC to 668. eSIMs appear in the count.
  • To check the owner of a specific eSIM, send MNP to 667 where the network supports it
  • Jazz, Zong, Telenor and Ufone all offer eSIM. ONIC eSIM issuances were stopped by PTA on 11 September 2026.

eSIM Prices in Pakistan (2026)

PTA capped the eSIM issuance price at Rs 1,500, effective 17 August 2026. No network may charge above this cap. Confirm the current price at your operator’s franchise or official website before buying, as older listings may show higher figures.

Transfer or Disown an eSIM

Same process as a physical SIM: visit the operator’s service center with your original CNIC. ONIC eSIM transfers go to PTCL-Ufone joint shops.

Monthly SIM Security Checklist: Har Mahine Yeh 5 Kaam Zaroor Karein

A 5-minute monthly check can protect you from SIM fraud, unauthorized registrations, and identity theft. Save this checklist.

Step 1: Count your SIMs. Send CNIC to 668. Compare to last month’s count. Any new SIM? Investigate immediately.

Step 2: Verify each SIM. Send MNP to 667 from each active SIM. Confirm it shows your name and CNIC.

Step 3: Check your CNIC expiry. An expired CNIC can trigger SIM suspension under PTA rules. Renew before expiry.

Step 4: Check your WhatsApp. Open WhatsApp, go to Settings, Account, Two-step verification. Make sure it is enabled.

Step 5: Guard your fingerprints. Never press your finger on a device at a photocopy shop, street stall, or unverified franchise. In March 2026, PTA found 224,201 illegally stored fingerprints on one franchise phone.

Bonus, if you are overseas: run Step 1 monthly via cnic.sims.pk. It works from any country. Set a calendar reminder.

Checking your own SIM or CNIC data via 668, 667, or cnic.sims.pk is 100% legal. These are PTA-authorized tools designed for self-verification. Checking another person’s SIM data without their authorization is a criminal offense under PECA 2016.

PECA 2016 Penalty Table

OffenseLaw SectionPenalty

Unauthorized issuance of SIM cards (by the issuer)Section 17Up to 3 years prison + Rs 500,000 fine

Who Enforces This in 2026

Important update (PECA Amendment Act II of 2025): the FIA Cyber Crime Wing no longer handles these cases. All PECA offenses are now investigated by the National Cyber Crime Investigation Agency (NCCIA). Report cybercrime at complaint.nccia.gov.pk. NCCIA helpline: 1799 (24 hours).

Key Legal Principle

“The person whose SIM is registered is totally liable for all usage and misuse of that phone line.” (PTA press release, 31 December 2025)

This means: if a SIM registered on your CNIC is used for fraud, threats, or crime, the CNIC holder faces legal liability first. Monthly checks are not just recommended, they are legally protective.

PTA RAABTA: WhatsApp Assistant for SIM Help (Launched Feb 2026)

PTA launched its digital assistant RAABTA on WhatsApp on 25 February 2026. It provides general guidance on telecom issues, but it does NOT check your SIM count for you.

How to Use RAABTA

  1. Save this number: 0315-0055055
  2. Open WhatsApp and message it
  3. Select from the menu options (do not type a long question)

What RAABTA Can Help With

  • How to check SIM count (guidance only, does not run the check)
  • How to file a PTA complaint
  • IMEI check guidance
  • Device tax rates

What RAABTA Cannot Do

  • Run your actual SIM count
  • Show you your SIM owner details
  • Remove an unauthorized SIM
  • Take official action on your complaint

Warning: Fake RAABTA Accounts

As a general rule, treat any WhatsApp account claiming to be “PTA RAABTA” as a scam if it asks for your OTP, a CNIC photo, or payment. PTA impersonation scams are widely documented. Save ONLY 0315-0055055, the number from PTA’s official 25 February 2026 press release.

Check Your SIMs Today: It Takes 30 Seconds

Send your CNIC to 668 by SMS, or open cnic.sims.pk in your browser. Both are official PTA channels.

How to check SIM owner details in Pakistan?

Send your 13-digit CNIC (no dashes) as an SMS to 668, or enter your CNIC on cnic.sims.pk. Both are PTA’s official channels and show all SIMs registered on your CNIC across every network. The SMS costs about Rs 2 + tax; the website is free.

How to check SIM owner details by mobile number in Pakistan?

You cannot legally look up another person’s SIM details by their mobile number. PTA’s systems (668, 667, cnic.sims.pk) only return YOUR OWN CNIC’s data. To check a SIM you own, send MNP to 667 FROM that SIM; the reply shows its registered name and CNIC.

Is it free to check SIM owner details in Pakistan?

Checking on cnic.sims.pk is completely free. SMS methods cost about Rs 2 + tax each: 668, 667 and 76367. PTA’s December 2025 notice states “charges may apply” for 668, so the old claim that 668 is free no longer holds.

How many SIMs can one CNIC have in Pakistan in 2026?

Maximum 8 SIMs per CNIC: 5 voice SIMs and 3 data SIMs, across all networks combined. The voice and data limits apply independently, so 5 voice SIMs block any new voice SIM even if your total is below 8. Old SIMs in drawers still count.

What is the difference between 668 and 667 in Pakistan?

668 shows the SIM COUNT on your entire CNIC: send your 13-digit CNIC to 668 and PTA replies with per-network counts. 667 shows the OWNER of one specific SIM: send MNP to 667 from that SIM and the reply shows its registered name and partially masked CNIC.

Can I check someone else’s SIM owner details?
